SSA LogoDirect Payment to Non-Attorney Representatives



You are required to take an examination to test your knowledge of the relevant provisions of the Social Security Act (the Act) and the most recent developments in SSA and court decisions affecting Titles II and XVI as one of the conditions of being eligible for direct payment of your fee. The examination has fifty (50) multiple-choice questions, multiple-choice examination. You have up to three (3) hours to complete the examination. You must obtain a score of seventy percent (70%) or greater to pass.

During the examination, the Electronic Code of Federal Regulations will be available as a reference material via the online platform.

The examination will be administered online by CPS HR Consulting in partnership with ProctorU. ProctorU is a live, online proctoring service that allows you to take your exam from your home.

To take an exam with ProctorU you must have access to the following:

  • A reliable personal computer with a microphone and a webcam
  • Windows or Apple Operating System
  • Google Chrome or Firefox internet browser
  • A high-speed internet connection
  • A private, distraction-free area (requirements are listed below)

Review the following requirements for your camera, operating system, upload/download speeds, RAM, ports, microphones, and browsers. Also included is a list of technology not currently supported by ProctorU.

  • NOTE: This list is not exhaustive. It is your responsibility to ensure that your hardware and software meets ProctorU minimum requirements before the date of the examination.

ProctorU Equipment Requirements

Scheduling your exam appointment with ProctorU

Applicants eligible to take the examination will be notified by CPS HR in April and will also receive a separate, personalized email invitation from ProctorU. The invitation will include a unique link that candidates must use to schedule their exam. You will be asked to schedule an appointment to take place from 6/5/2022 to 6/10/2022 from 6:00 AM to 9:00 PM EST.

We highly recommend that you schedule and take the exam earlier in the testing period to prevent any unforeseen technical errors or personal scheduling conflicts that may arise on your part.There are contingency measures in place should a technology failure occur while you are testing. However, you must be prepared to act on a timeline established by SSA.

Please do not contact ProctorU until you have received your scheduling invitation from CPS HR.

Appointments are available on a first come first served basis. Schedule your exam appointment as soon as possible to ensure you can test. An appointment must be scheduled at least seventy-two (72) hours in advance of your desired test date and time.

If you have any questions about the examination or cannot attend the examination for which you are scheduled, please contact us. Requests for refunds must be received by 6/4/22 or up to your scheduled exam session.

Requirements for Your Examination Environment

  • You may take the test from a location of your choice during the time you schedule. You are required to test in a quiet, distraction-free area. A suitable testing environment is a room with four (4) walls and a closed door. Rooms with large glass walls or windows that cannot be covered are not suitable for testing. No other individuals are allowed in the testing room with you during the online exam.
  • You must present a current, valid government-issued photo ID to be admitted into the online exam session. Only a state driver’s license or identification card, passport, civil service ID, or military identification card will be accepted.  Expired photo ID(s) will not be accepted.
  • You will be required to test your equipment for proper operation before your examination.
  • An erasable hand-held whiteboard and erasable marker may be used as scratch paper during the exam. After completing your exam, the proctor will verify that you have completely erased the whiteboard.  Absolutely no scratch paper will be permitted.
  • You will be given access to the resource material via the online testing platform. You may familiarize yourself with these materials  here You may not utilize any hard-copy reference materials or notes during your online exam session.
  • You are not allowed to access any personal items including, but not limited to, purses, briefcases, backpacks, fanny packs, study materials, beepers, pagers, portable telephones, smart watches, recording devices, calculators, etc. Verification will be conducted by the proctor via webcam to ensure that your testing space is free of prohibited items.
